The Medicaid Recovery Network (MRN) was conceived in, and created by, the State of Rhode Island as the best way to implement the State’s Medical Assistance Intercept Act (Article 11). This act requires all insurance companies conducting business in the State of Rhode Island to check Rhode Island Medicaid recipients against existing liability and worker’s compensation claims of $500.00 or more.
MRN was designed to model the Child Support Lien Network (CSLN), which was developed by claim handlers from major insurers in collaboration with insurance trade associations, vendors, and state officials. Building upon a very successful twenty (20) year program used in the child support community, the MRN program emulates the CSLN workflow and quality assurance steps, providing insurers with the same level of qualified matched claims. It is this type of similar workflow that will save a significant amount of resources and cost for insurers and state agencies. Most importantly, the workflow fits efficiently and seamlessly with the industry’s current claims operations.
How MRN Works
States can submit Medicaid recipient records into the MRN database. This database is matched daily with personal injury and workers’ compensation claims indexed by insurers. MRN performs quality assurance activities on the matched data and then alerts the member state. The state and / or MRN can then issue a lien to the insurer using that information. Medical claim costs are collected by the state from the insurer at the time of settlement. States may opt to let MRN file the appropriate notices on their behalf.
